SAISD voters passed bond elections in 1997 and 2001 to provide safer, more modern, comfortable environments conducive to learning. With these bonds, the “Building Momentum” construction projects have yielded quality facilities that are helping to advance educational excellence throughout the District.
The 1997 $483.5 million bond issue funded new facilities, classroom additions, and extensive renovations, while the 2001 $126.5 million program built early childhood facilities at elementary-level schools, music facilities at the eight high school campuses, and continued the improvement of the District’s aging facilities.
Interest earnings of more than $100 million from both programs have funded additional capital projects not originally part of the bond plans. These funds have been used for a new furniture replacement program, asbestos abatement and deferred maintenance projects. Funds also will be used for improvements in the high schools and to construct a new PreK-8 campus for San Antonio’s fast-growing Southeast Side.
Since 1997 a Citizens Oversight Committee (COC) has devoted countless hours to monitor the progress of bond projects. Appointed by the School Board and the superintendent, the COC is composed of parents, employees, community members and business owners. They meet monthly to examine plans, peruse financial reports and trek through construction sites to assure the quality of new facilities and renovations. The committee also routinely reviews progress reports and advise the School Board on improvement projects.
