The SAISD Early Childhood student centered, developmentally appropriate program strives to provide young children with the developmental skills necessary to create a strong foundation for future success through a collaborative effort with families, communities and related agencies. We believe that a high-quality early childhood program is a major step toward improving children’s lives. Student eligibility for Prekindergarten Programs Texas Education Code, Section 29.153(a) requires school districts to offer a prekindergarten program if the district identifies 15 or more eligible children who are at least four years of age. A student meets the eligibility criteria if he/she: is unable to speak and comprehend the English language; is educationally disadvantaged. is homeless, as defined by 42 U.S.C. Section 11302; is the child of an active duty member of the armed forces of the U.S., including the state military forces or a reserve component of the armed forces, who is ordered to active duty by proper authority; is or ever has been in the conservatorship of the Department of Family Protective Services following an adversary hearing held as provided by Section 262.201, Family Code.
