Children are at times placed in "out-of-home" care by the Texas Department of Famiy and Protective Services (TDPRS). This placement is usually known as foster or kinship care. The Fostering Connections to Success and Increasing Adoptions Act was passed by the US Congress in 2008. The law addresses six basic issues, one of which focuses on the educational stability and opportunities for school success.
The US Department of Education and US Department of Health and Human Services have come together providing guidance to all administrators of school districts and child welfare agencies. The joint letter informs both federal agencies of the provisions in federal law that mandates the collaborative work that will be conducted in support of school stability and school success.
