The San Antonio ISD Bilingual/ESL & Migrant Department operates under Texas Education Agency (TEA) guidelines to serve all English learners (ELs) across the district, including those who have been identified as immigrant, migrant and refugee students. English learners at the elementary level are currently being served through Dual Language, Transitional Bilingual Late Exit and English as a Second Language (ESL) program models. At the secondary level, ELs are provided with services through the ESL program.

San Antonio ISD is also proud to offer two Dual Language Academies – Mark Twain Dual Language Academy and Irving Dual Language Academy – for parents who would like for their children to take full advantage of the linguistic, cognitive and social benefits of this additive method of bilingual instruction. The program is open to anyone in the city.

All state-approved bilingual/ESL instructional programs being implemented in San Antonio ISD have been carefully designed to increase the academic achievement of ELs by intentionally addressing their unique academic and social needs. Administrative leadership and support is provided to each campus by the Bilingual/ESL & Migrant Department to ensure that each program meets or exceeds compliance guidelines established under the Texas Administrative Code, 19 TAC Chapter 89.
