Willie Burroughs, chief operations officer at San Antonio ISD, has been selected by d-mars.com as one of the Top 50 Professionals and Entrepreneurs in Texas. The yearly recognition program highlights individuals who have made significant achievements in their industry and in the state of Texas. Burroughs, and the other awardees, were nominated and voted on by peers and community leaders.
“As someone who leads with compassion and integrity, I believe my talents and abilities are for the betterment of humanity and to fulfill my God-given purpose,” said Burroughs. “I am humbled and honored to be recognized for my contributions.”
For almost 20 years, Burroughs has been a transformational leader in the K-12 education space. As COO at SAISD, Burroughs leads the Operations Services Division of more than 1,600 employees and is responsible for the maintenance, rehabilitation, and construction of more that 10 million square feet of educational and administrative office space.
Driven by his belief that equity and access is crucial for all, Burroughs is actively involved in various initiatives to ensure diversity, equity and inclusion. To this end, Burroughs shared his personal story in the "Living in My Skin" documentary that explores the realities of being a black man in America; co-created WHATSM - We’re Here And Talking - an organization aimed at a call to action for social justice; regularly contributes on panels and editorials (Scales Of Justice) around issues of race and equity; and serves on the Racial Equity and Inclusion (REI) Committee for SAISD.
In 2018-2019, Burroughs was recognized and selected as a Leadership San Antonio (LSA) delegate. LSA is a premier leadership program where delegates actively engage present and future decision-makers in both the public and private sectors in order to gain a broader understanding of San Antonio’s diverse community as well as identify fit for purpose community-based solutions. Only 50 delegates are selected annually, from hundreds of applications.
Burroughs is also known for his community involvement in the San Antonio Area African American Community Fund (SAAACF) Renaissance with The Stars 2019 celebrity dance competition fundraiser and serves on the Board for SA2020, which is a nonprofit organization that drives progress toward a shared Community Vision for San Antonio.
Burroughs’ passion for education and the way in which it provides a “level playing field” for personal/professional growth, inspired him to sponsor an annual scholarship in honor of his late wife. The Tracie Washington Burroughs “Shining Star Scholarship” is merit-based and is awarded to minority students in pursuit of a postsecondary education. Burroughs also serves on the Board of Directors for the Greater San Antonio Architecture Construction and Engineering (ACE) Mentor Program.
Burroughs holds both a Bachelor of Science in Industrial Engineering (BSIE) and an MBA from Clemson University; Commissioned Officer in the U.S. Army Signal Corps; and life member of the Omega Psi Phi Fraternity, Incorporated.

LSA es un programa superior de liderazgo en el que los delegados se comunican de forma activa con los entes decisorios actuales y futuros tanto en los sectores públicos como privados a fin de lograr una comprensión más amplia de la comunidad diversa de San Antonio al igual que para identificar el ajuste para las soluciones comunitarias. Solo se seleccionan cincuenta delegados cada año de cientos de solicitudes.
