Facilities Maintenance

Chris E. Salley has been the Senior Executive Director of Facilities Services for the San Antonio Independent School District since April 2020. Mr. Salley brings over 25 years of combined experience in the medical device, automotive, commercial tire, pharmaceutical, distribution/logistics and communications fields to his position at SAISD. His specialty is operational turnarounds, with an emphasis on Continuous Process Improvement and LEAN Manufacturing initiatives. Chris received his B.S. in Industrial Management with an Industrial Engineering concentration from Clemson University in Clemson, South Carolina.

As the Senior Executive Director, Mr. Salley leads all Facilities Services departments, which encompasses Custodial and Grounds Services, Plant Maintenance, Environmental Services, Energy & Sustainability, Facilities Services Logistics and Mechanical, Electrical and Plumbing (MEP.).

He joined SAISD in 2018 as the Director of Strategic Initiatives, providing leadership to the Operations Services division by assisting in streamlining and standardizing processes, providing optimal value to the customers of Operations Services. He provided support by training the group in Lean Management methodologies and assisted the business units in acquiring and analyzing data and implementing Best Practices in the SAISD structure. His duties included facilitating the creation of Standard Operating Procedures, Work Instructions, and developing Visual Job Aids for Operations Services Division.

Under Mr. Salley’s stewardship, Facilities Services is a data-driven organization centered around providing excellent customer service. SAISD Facilities Services uses Lean principles to maximize the value provided to the students and staff while continually striving to minimize waste within the organization. His teams have embraced the challenges of becoming a model Facilities Maintenance organization through continuous improvements and personal growth.


Fred Padilla

Fred Padilla joined the SAISD team in the spring of 1991, and is currently working toward becoming a twenty-eight year veteran of SAISD’s Facilities Services Department.

As the Plant Maintenance Director, Mr. Padilla leads the Structural Maintenance team, which is comprised of the following departments; Painting, Roofing, Carpenters, Mill shop, Warehouse, Shades and stage and Heavy Construction.

During his tenure at Facilities Services he served as a Journeyman Plumber, Plumbing Foreman, Assistant Director of Plumbing, Roofing, and Heavy Construction and now in his current capacity of Director Plant Maintenance. Mr. Padilla has been in the Director’s position since 2012. He has also assisted with past Bond projects as well as deferred maintenance projects with Construction Management.


Aaron SteinAaron Stein is the Director of Energy & Sustainability for the San Antonio Independent School District and is responsible for overseeing all initiatives focused on energy and water conservation & efficiency as well as other sustainability-related aspects of facility maintenance. Responsibilities include tracking utility consumption & cost data for over 90 facilities, identifying strategies for energy & water efficiency, managing behavior-based efforts to conserve energy & water, assisting with design review for new construction & major renovation projects, overseeing participation in CPS Energy’s Demand Response program, identifying funding opportunities for facility improvements, and spearheading efforts to expand recycling District-wide. Prior to joining SAISD, Aaron was employed at CLEAResult where he helped government customers apply for energy efficiency incentives through the CPS Energy Commercial Rebate program and before then worked as a Sr. Energy Analyst at the City of San Antonio. Aaron has a Master of Public Administration (MPA) and BA in anthropology from the University of Texas at San Antonio.


Mario Davila

Mario Davila is the Director of Mechanical, Electrical and Plumbing (MEP). He leads efforts to improve MEP efficiency through developing new processes and systems and promote district-wide LEAN initiatives. Mario has over 25 years of Mechanical Engineering experience, specifically in Capital Investment Project Management, leading LEAN initiatives, Engineering Management, Construction Project Management and Fiber Optic Circuit Board Manufacturing Management.  Mario currently holds a Provisional Patent through the United States Patent and Trademark Office for a Modular Regulator.  Through his experience as a small business owner he provided facility maintenance services to the Veterans Administration Hospital System and other government agencies.  Prior to small business ownership, Mario worked for International Paper in various capacities to include leadership positions in:

•    Manufacturing Excellence
•    Production, Supply and Distribution
•    Production Management
•    Capital Investment Project Management

In addition to industry experience, Mario served for 26 years in the Texas Army National Guard and retired with the rank of Major.  Mario is a graduate of the US Army Field Artillery Advanced Course, the Security Force Advisory Course and the US Army Airborne Course.  Mario’s significant citations are the Meritorious Service Medal, the Humanitarian Service Medal, the NATO Medal, the Global War on Terrorism Service Medal and the Bronze Star Medal with one oak leaf cluster.  Mario also served in combat tours in Iraq and Afghanistan.  Mario holds a Bachelor of Science degree in Mechanical Engineering from Texas A&I University.


Ahmad ShareefAhmad Shareef is the Director of Custodial and Grounds. Ahmad comes to the SAISD family from Sodexo Inc., where he served as Director of Environmental Services and Grounds for Centegra Health System in Illinois. Ahmad received his A.A. from Alvin Community College and his B.S. in Hospitality Management from the University of Houston. A native of Houston Texas, Ahmad also lead the Housekeeping team at Second Baptist School before joining Texas Children’s Hospital, where he worked for 16 years. Ahmad has over 20 years of experience in custodial services and has proven experience in implementing best practices and facilitating positive employee relations. Ahmad is a Certified Healthcare Environmental Services Professional (CHESP) and certified by the Occupational Safety and Health Administration (OSHA).

Ahmad is married with 5 children and is an avid high school football fan. He is looking forward to making a difference in the San Antonio community.
