Bond 2016

Willie Burroughs is the Chief Operations Officer for the San Antonio Independent School District accountable for child nutrition, transportation, and facilities (maintenance and construction).  He received his B.S. in Industrial Engineering (1992) and a MBA (2001) from Clemson University in Clemson, South Carolina.  He was also commissioned as a 2nd Lieutenant into the United States Army Signal Corp (1992).  Willie worked for 11 years in a number of leadership roles in manufacturing for Cooper Industries.  Roles included, but were not limited to:  materials analyst, manufacturing engineer, manufacturing supervisor, production manager, project manager, and operations manager.   After a successful career in manufacturing, Willie made the transition to the service industry where he was employed by Aramark as General Manager for maintenance operations with the Houston Independent School District (HISD).  After five years of service with Aramark, Willie became an employee directly with the HISD where he served in a number of capacities to include, but not limited to:  general manager of construction services (Bond), senior manager of contract administration, and senior manager of special projects.  Willie served the HISD for nearly 11 years before joining the Dallas Independent School District (DISD) as executive director with responsibilities for maintenance, HVAC, grounds, environmental services, custodial, capital improvement, and energy management where he served for 3.5 years.


Kedrick Wright is the Deputy Chief Operations Officer for San Antonio Independent School District. Kedrick is a native Texan; born and raised in Houston. He is the youngest of four children of an energy executive and public school teacher. Kedrick's mother is a retired teacher, having taught in Cypress-Fairbanks and Houston ISD for 30 years. Kedrick grew up playing baseball and football in Southeast Houston ISD public schools and graduated from Worthing High School in the Sunnyside neighborhood. Kedrick is a proud Texas Aggie and Trojan. He received his bachelor's and master's degrees in architecture from Texas A&M University and University of Southern California, respectively. For more than 13 years, Kedrick has designed and built educational facilities, commercial developments, low-income multi-family developments and healthcare facilities. He has planned, designed and built educational facilities from beginning to end, as a consultant, an owner's representative and an owner. Prior to joining San Antonio ISD, Kedrick worked for consultant firm LAN as a Program manager on Sheldon ISD's $285 million bond program. Previously, he served Houston ISD as a senior manager of facilities planning and design. In this role, he oversaw a team of facilities planners, program and project managers and architects who helped replace or build over 40 schools across the city as part of the district's $2 billion capital improvement program. Prior to that, he served as a construction coordinator for the Houston Housing Authority. He also served as a project coordinator for various architecture firms in Los Angeles and Houston. In his spare time, Kedrick enjoys playing golf and watching baseball. A LEED accredited professional, Kedrick is excited to live and work in San Antonio.

Chris Salley is the Senior Executive of Facilities Services for the San Antonio Independent School District. Mr. Salley brings over 25 years of combined experience in the medical device, automotive, commercial tire, pharmaceutical, distribution/logistics and communications fields to his position at SAISD. His specialty is operational turnarounds, with an emphasis on Continuous Process Improvement and LEAN Manufacturing initiatives. Chris received his B.S. in Industrial Management with an Industrial Engineering concentration from Clemson University in Clemson, South Carolina. He is charged with providing leadership to the Operations Services division by assisting in streamlining and standardizing processes to provide optimal value to the customers of Operations Services. He provides training in LEAN Management methodologies to the District and assists the business units in acquiring and analyzing data and implementing Best Practices in the SAISD structure. His other duties include facilitating the creation of Standard Operating Procedures, Work Instructions, and developing Visual Job Aids.

Mr. Kamal ElHabr is the Associate Superintendent for Construction and Development Services at the San Antonio Independent School District. Under his leadership, SAISD developed a long-range facilities master plan to address ongoing challenges of aging district facilities and evolving innovative instructional programs. Designed to address a multitude of facility renovations, repurposing, and replacements, the plan has improved district’s bottom line and continue to support the best possible education for students. Mr. ElHabr has over 30 years of experience in engineering, project, program, and facilities management including 5 years in private practice.  He joined SAISD in 1995 and has managed the 1997 and 2001 Bond programs with a $700 million budget.  He has overseen the management of Bond 2010 for $515 million and is leading the ongoing Bond 2016 for $450 million.  He also directs real estate, property leasing, demographics, and school utilization and boundary programs. He has supervised facilities maintenance, custodial, grounds, environmental, and energy services involving about 300 people for 16 years at SAISD.  Mr. ElHabr earned a Bachelor of Science degree in Civil Engineering and a Master of Science degree in Structural and Construction Management from the University of Texas at Austin.  He is a registered Professional Engineer in Texas.

Jenny Arredondo is the Senior Executive Director of the Child Nutrition Program for the San Antonio Independent School District. She received a B.S. in Nutrition from the University of the Incarnate Word in 1996.  Jenny served for 3 years as the Executive Director of Business Operations for the South San Antonio Independent School District with responsibilities for transportation, maintenance, custodial services, child nutrition and construction.   Jenny also worked 15 years directly with the Child Nutrition Program at South San Antonio Independent School District.  She is currently an active member of the Texas Association of School Nutrition, The Central Texas Food Service Director’s Association and Texas Association of School Business Officials.


Nathan Graf is the Senior Executive Director of Transportation and Vehicle Maintenance for the San Antonio Independent School District.  Mr. Graf earned a master’s degree in business administration (M.B.A.) from The University of Texas at Austin, earning the distinction of a Sord Honors Graduate.  He also earned a B.S. in Psychology from The University of Houston, graduating with Honors.  Mr. Graf served for 15 years in various management roles, each with increasing responsibility, for The Houston Independent School District (HISD); 9 of these years were in transportation.  Under his leadership HISD earned many industry awards and recognition for the efficiency and effectiveness of their transportation services from organizations such as The Council of the Great City Schools, The 100 Best Fleets in the Americas, The City of Houston, the Propane Education and Research Council, District Administration Magazine, Houston-Galveston Area Council, Telly Awards, School Transportation News, School Bus Fleet Magazine, and the National Association for Pupil Transportation. He has authored and managed many grants worth several million dollars to introduce propane school buses into both the HISD and SAISD fleets.  Mr. Graf is also an active member with The Council of the Great City Schools performing annual operational reviews of other transportation departments across the nation. 

Edward Romero is the Director of Operations Business Services at San Antonio Independent School District. Edward holds over 15 years of school district experience in K-12 business operations. He has served in the role of Director of Purchasing and Risk Management for Southside ISD, Business Consultant for Region 20 Education Service Center, and Lead Buyer for Edgewood ISD. He has also served in the Procurement Department for San Antonio ISD where he was recognized for outstanding performance. Edward has served as an elected official for the Edgewood Independent School District Board of Trustees and is currently an active member of the Alamo Area Association of School Business Officials, Texas Association of School Business Officials, and National Institute of Governmental Purchasing. Edward’s commitment to service includes membership to organizations such as Region 20 Lions Club and Compadres for Scholarships which promotes service to others and raising money to fund scholarships for students. During his tenure, Edward has participated in a variety of community service activities that include book clubs with students, donations to student committees, non-profit organizations and fundraising for several districts in the Southwest region of San Antonio.
