The Office of Continuous Improvement is charged with directing initiatives essential to continuously improving academic outcomes for students across the district. To this end, it leads the district's efforts to both develop and refine its systems and processes to better serve students, staff, and schools. Some of these initiatives are described below and the Quicklinks on the left may be used to learn more.
School Performance Framework
The School Performance Framework was designed in collaboration with school staff and families. Its purpose is to improve support to schools by measuring school quality according to the community’s core values.  To increase the number of students attending high-quality schools in SAISD, one of the district’s five-year goals is to have at least 70% of campuses rated Accomplished or higher on the SPF by 2025. 
Master Teacher Initiative
The Master Teacher Initiative (MTI) is an SAISD initiative to develop, support, recognize, retain, and reward excellent teaching. MTI 2.0 and Beyond is a multi-measure teacher designation system that meets the rigorous requirements of House Bill 3's Teacher Incentive Allotment and defines excellent teaching based on SAISD's values for teacher development and performance. It increases access to highly effective teachers for all students, especially those with the greatest needs. 
Appraisal and Educator Quality
The district believes that continued professional growth of all employees will result in better outcomes systemwide. This work includes redesigning appraisal instruments for all job types, facilitating goal-setting districtwide for all employees, and better calibrating appraisers using T-TESS to evaluate teachers and T-PESS to evaluate school administrators. These calibration efforts are especially important as the district evolves its Master Teacher Initiative to align with House Bill 3's Teacher Incentive Allotment.
Theory of Action

The district's Theory of Action: Managed Instruction with Performance Empowerment is a framework for delivering high-quality instruction that empowers educators to make decisions related to their vision, strategies, and priorities. Departments will engage in a series of workshops to develop and implement a systematic and consistent approach to providing schools with direction and autonomy in order to support schools and accelerate student achievement. A result of this work will be a Theory of Action Guidebook, an implementation plan that codifies how the district delivers quality education services to all of its students.
