Citizens' Comment

CITIZENS’ PRESENTATIONS/AUDIENCE PARTICIPATION

REGULAR MONTHLY MEETINGS: 
Citizens are offered an opportunity to address the Board at its public meetings with comments and concerns related to the District’s business and public policy.

Citizens wanting to address the Board are required to register on a sign-up sheet found at the entrance of the meeting room. The sign-up sheet will be available to the public one hour before the meeting and will be removed at the beginning of the meeting.  Only citizens who have completely and timely registered on the sign-up sheet will be called to speak.  

Pursuant to Board Policy BED (LOCAL), an individual’s comments to the Board shall not exceed three minutes per meeting.  When necessary for effective meeting management to accommodate large numbers of individuals wishing to address the Board, the presiding officer may make adjustments to public comment procedures, including adjusting when public comment will occur during the meeting, reordering agenda items, deferring public comment on non-agenda items, continuing agenda items to a later meeting, providing expanded opportunity for public comment, or establishing an overall time limit for public comment and adjusting the time allotted to each speaker.  However, no individual signed up to speak on an item on the posted agenda shall be given less than one minute to make comments.

ALL OTHER MEETINGS:

At all meetings of the Board of Trustees other than Regular Board Meetings, only those citizens wishing to address items on the posted open session agenda will be recognized and allowed to speak.

COVID-19 RESTRICTIONS:
Due to the COVID-19 pandemic crisis, the District will continue adhering to all public health guidelines. As a result, Board room seating will be limited and face masks will be required at all times.

OTHER RELATED INFORMATION:

Public Comments:
Citizens requesting to address the Board at a public meeting are asked to address concerns related to District matters and/or public policy.  The Board requests that presentations not include statements that may be considered defamatory.  The Board further requests that citizens not mention student’s names, unless the student is a child of the citizen.  Citizens should not negatively reference District employees.  All citizens are advised to follow the proper channels set out in District policy to seek an administrative resolution to any concerns or complaints before bringing such matters to the Board.  It is the intent of the Board in establishing these procedures to uphold a citizen’s right to free speech and to petition the Board for redress of grievances.  

Comments that do not follow the rules established in this limited public forum will not be allowed to continue addressing the Board at a public meeting.

Delegations (numerous individuals signed up to speak on same topic): 

The presiding officer, by virtue of authority granted by law and Board policy, may consolidate statements addressing matters that are similar in topic and that are not listed as items on the posted agenda.  

Complaints against District employees: 
The presiding officer shall determine whether a written statement submitted by a citizen is a complaint against a District employee.  If so, the presiding officer will direct the citizen to the appropriate Board policy to seek resolution before bringing the matter to the Board at a public meeting.  [See Board Policy BED (LOCAL)].  

Closed Session: 
If, during the course of the meeting covered by this Notice, the Board of Trustees should determine that a closed or executive meeting or session of the Board of Trustees is required, then such closed or executive meeting or session, as authorized by the Texas Open Meetings Act, Tex. Gov’t Code §§ 551.001, et seq., will be held by the School Board at the date, hour, and place given in this Notice, as the School Board may conveniently meet in such closed or executive meeting or session concerning any and all purposes permitted by the Act, including, but not limited to, the following sections and purposes: 

Texas Government Code Section:
551.071 Consultation with Attorney.
551.072 Deliberation Regarding Real Property. 
551.073 Deliberation Regarding Prospective Gifts. 
551.074 Personnel Matters.
551.076 Deliberation Regarding Security Devices. 

Should any final action, final decision, or final vote be required in the opinion of the School Board with regard to any matter considered in such closed or executive meeting or session, then the final action, final decision, or final vote shall be either: 

(a) In the open meeting covered by the Notice upon the reconvening of the public meeting; or 
(b) At a subsequent public meeting of the School Board upon notice thereof, as the School Board shall determine.
